Announcement of the People's Bank of China


31 Aug, 2007 - China, Peoples Republic: The Games of XXIX Olympiad will be held in Beijing in the year 2008. In order to commemorate the grand event, publicize the Olympic spirit, carry forward Chinese traditional culture, the People's Bank of China will issue the Beijing 2008 Olympic Numismatic Program (hereinafter referred to as "the Program") from the year 2005. As approved by the Beijing Organizing Committee for the Games of the XXIX Olympiad ("BOCOG"), a Design Competition on the Program is to commence as announced below:

The Composition of the Program:

The Program consists of nine banknotes and coins, of which one is commemorative banknote with 20 Yuan in face value and eight are base metal commemorative coins with 5 Yuan in face value.

Theme Requirements:

The designs for the Program are expected to express the Olympic Motto "Citius, Altius, Fortius"; highlight the theme of Beijing 2008 Olympic Games "New Beijing, Great Olympics" and the concept of "Green Olympics, Hi-tech Olympics and Cultural Olympics"; showcase Chinese traditional culture and the unique image and spirit of China, especially the distinct local features of Beijing; and reveal the harmonious co-existence of different cultures and the combination of ancient and modern civilization in Beijing.

Detailed requirements are as following:

Commemorative Banknote:

The design is expected to reveal comprehensively the Olympic spirit with emphasis on China's long history of sports as well as its modern sports development; and highlight the theme of "New Beijing, Great Olympics". Theme selection for this banknote can be relatively independent. There is no specific requirement for it.

Dimension: 165mmX80mm; Hue: green; Theme Design; National Emblem of PRC; the Name of the People's Bank of China; the Emblem of the Games of the XXIX Olympiad; Governor's Seal of the People's Bank of China; Face Value: 20 Yuan; Text: the name of the People's Bank of China in Chinese Pinyin and letters of Chinese minorities as Mongolian, Tibetan, Uighur and Zhuang; Year Date: 2008; Serial Number: two Chinese characters and 6 digital numbers.

Competition Rules:

(1) Any individual (natural persons) and/or company, enterprise, organization, institution or other entities ("Entity") from any country (region) is welcome to participate in this competition.

(2) Participants shall fill in the Participation Application Form while presenting the designs, the Form shall include the followings: name of the design; brief explanation of the design; name of the designer(s); individual participants shall also make it clear the organization the designer working for, position and provide one photocopy of the designer's identification card; participating entities shall enclose relevant certificate of qualification to be subject to the confirmation by the Design Competition Jury for Beijing 2008 Olympic Numismatic Program; address; telephone number; email address, fax number and contact person.

(3) Copyright Issues:

The presented designs must be guaranteed by the designer to enjoy the sole and exclusive property. The presented designs shall be the original product by the designer, which has never been and will never be publicly used or developed by him/her self or any third parties authorized by the designers in any form.

Once the presented design is selected by the Program, all rights of ownership and use will be transferred to the People's Bank of China. The People's Bank of China can publicize and use the design in any form without paying further remuneration. Participants will, one-off, irrevocably and unconditionally, transfer the copyright of his/her/its designs to the People's Bank of china.

No presented designs will be sent back to the participants. Participants are expected to keep his/her/its own manuscript.

(4) Confidentiality:

Participants shall not disclose any relevant information of his/her/its designs to the public before the announcement of competition result. Participants shall, from the date of starting the design, perform the obligation of holding the confidential information in strict confidence until the final announcement of the result by the People's Bank of China. The People's Bank of China reserves the right, upon participants' violation of above-mentioned obligations, to terminate participants' qualification to the competition.

Term of the Competition:

Submission of the presented designs is accepted between October 28, 2003 ?? February 16, 2004.

Submission Requirements:

(1) Participants shall fill in and sign the Participation Application Form and Agreement on the Competition Participation and submit together with the presented designs. If/when any participant refuses to fill out (or sign) the Application Form and the Agreement or fills out (or sign) the Application Form and the Agreement in an inaccurate and/or incomplete manner, the relevant presented design will lose its qualification for the competition.

(2) The design should be submitted before the deadline of the Competition, i.e. February 16, 2004. In case the design is presented by mail, the presenting date shall be the sending date as indicated by the postmark. No designs being mailed later than the deadline will be accepted.

(3) The Design Requirements:

For commemorative banknote: the designer shall present the design in its original size of the banknote on a mounted gray paper of format A4.

(4) The name of the designer should not be signed on the obverse side of the design.

Competition Jury and Assessment Method

(1) Participants will be noticed properly once the presented design has been received. The participants will be informed after each assessment if their designs are selected as Nominated Designs. Designers for the Best Designs shall be informed directly.

(2) The competition result will be publicized through the press.

(3) The winning participants will be awarded and paid by the People's Bank of China.
